Hiring considerations when staffing LTO and Contract Positions Updated Aug, 2022

When hiring LTO and Contract positions, OCDSB is required to follow a defined process of consideration of candidates.

2021-23 LTO Staffing Rules are issued by the Board under their guiding Policy & Procedure documents. These are created in accordance to the Ministry legislation PPM 165

Elementary LTO Postings

  • An LTO vacancy will be posted on Apply to Education for three days when an absence of 30 working days or more is identified.
  • All Elementary OTs are eligible to apply to any LTO posting for which they are qualified, and are willing to accept.
  • Applications for Elementary Long Term Occasional Teaching Assignments will be shortlisted based on qualifications by Human Resources staff, and applicants will be considered in accordance with Policy P.146.HR Equitable Recruitment, Hiring and Promotion.

A minimum of 3 qualified applicants will be offered an interview, including:

  • At least three (3) teachers, who are currently employed as an occasional teacher with the OCDSB, who have the required OCT qualifications, and who best meet the criteria outlined in the job posting. 
  • If fewer than three (3) qualified applicants apply, all applicants will be interviewed.
  • If an employee vacates a position (ie. to increase their FTE, resigns the position, accepts a contract) during the peak staffing period, HR will consult with the Principal to determine whether to repost or hire from the applicants to the original posting.

Elementary Contract Postings

  • Contract Vacancies are posted on Apply to Education throughout the school year and at 3 peak times during the school year: Fall (Re-Organization), Winter (December 31 Retirements/Resignations) and Spring (Annual Staffing Process). Vacancies are posted for three days.
  • Vacancies are posted Internally (current contract teachers) and Externally (for Occasional Teaching applicants and applicants not currently employed by the Board)
  • Applicants are considered for interviews in accordance with the collective agreement and Policy P.146.HR Equitable Recruitment, Hiring and Promotion.
    • Internal applicants seeking a transfer or increase in status must be considered first, prior to external candidates, via an interview process.

Where internal applicants have been exhausted, a minimum of 3 qualified applicants will be offered an interview, including:

  • At least three (3) teachers, who are currently employed as an occasional teacher with the OCDSB, who have the required OCT qualifications, and who best meet the criteria outlined in the job posting. 
  • If fewer than three (3) qualified applicants apply, all applicants will be interviewed.

 

Important Note – When/if you are awarded an LTO assignment or Part Time Contract, you MUST block (add unavailability dates) to your Apply to Education calendar during the hours you are scheduled to work in your LTO assignment/PT Contract. This will ensure daily calls for OT assignments only get sent to those OTs who are available to work. Not blocking your calendar creates a significant delay in the call system by calling those who are unavailable to accept assignments rather than just those who are available for work.
